General Information

Located on Vancouver Island, the CVRD provides a wide range of local government services to a population of 80,000 within its 4 distinct municipalities and 9 electoral areas. Just 50 km north of Victoria and 30 km south of Nanaimo, the Cowichan Valley offers a warm climate and numerous parks, recreational, cultural, and social opportunities.

 

The Cowichan Valley Regional District is now accepting applications for a regular part time Solid Waste Compliance Officer position is available in the Recycling and Waste Management Division within the Operations Department at the Cowichan Valley Regional District (CVRD).

 

Reporting to the Senior Manager, Recycling & Waste Management Division and working collaboratively with Division staff, the Solid Waste Compliance Officer ensures compliance with CVRD solid waste bylaws by building relationships with customers and promoting public education and awareness of the bylaws to reduce contamination in recyclables, maximize waste diversion, reduce human-wildlife conflict associated with curbside collection, and support recycling centre safety for customers and staff. This position investigates complaints, incidents and infractions, seeks to obtain voluntary bylaw compliance and, when necessary, issues notices, warnings and tickets for violations. The Solid Waste Compliance Officer may also, from time to time, support other CVRD divisions with bylaw-related issues and needs.

Qualifications

  • Diploma in Environmental Resources or related field with a focus on Recycling and Solid Waste Management or related field. An equivalent combination of education, training and experience may be considered.
  • Minimum of two (2) years related experience successfully enforcing bylaws and regulations, conducting field investigations and attending court proceedings.
  • Experience in solid waste operations and maintenance, preferably in a local government setting, is considered an asset.
  • Justice Institute Bylaw Compliance, Enforcement & Investigative Skills 1
  • Additional courses/training in conflict resolution, personal safety, dealing with hostile individuals, and other related areas are considered an asset
  • Occupational First Aid Level I with CPR C
  • Class 5 BC Driver’s License

Hours of Work

Guaranteed at 17.5 hours of work per week. Due to the nature of the work, the successful candidate is required to work a flexible variety of days and weekends.

Salary

Wage rate in 3 steps as per the Collective Agreement between the CVRD and CUPE Local 358, $43.37- $44.70 - $45.99 per hour (2024 rates). Benefits are included as per the CUPE Collective Agreement.
