The Cowichan Valley Regional District is now accepting applications for the newly-created, regular full-time Training, Exercise & Engagement Coordinator position in Emergency Management Cowichan (Emergency Management Division) within the Strategic Services Department.

Reporting to the Manager – Emergency Operations & Planning, the Training, Exercise & Engagement Coordinator leads the development, analysis, and oversees the implementation of training, exercise, and engagement programs within the regional emergency program. These programs contribute to operational readiness for a robust and resilient emergency program for the Cowichan Valley Regional District (CVRD), the City of Duncan, the Town of Ladysmith, the Municipality of North Cowichan, and the Town of Lake Cowichan. This role participates in the Regional Emergency Operations Centre (REOC) as required.

Qualifications

  • Degree (preferred) or Diploma in Emergency Management or a related field
  • Minimum of 5 years progressive experience in emergency management (preparedness, response, and recovery sectors), including experience managing volunteers and contractors and training, supervising, and directing the work of staff, preferably in a local government setting
  • 2 years experience in training development and delivery
  • 2 years experience in project management
  • Project Management Professional (PMP) certification is considered an asset
  • Recent (within the last three years) incident experience (or live training/exercise) in an Emergency Operations Centre
  • Experience collaborating with Indigenous communities and partners
  • Incident Command System (ICS) 100, 200, and 300
  • Valid Class 5 BC Driver’s License
  • An equivalent combination of education, training, and experience may be considered

Hours of Work

Guaranteed 35 hours of work per week, and eligible for flex time. Due to the nature of the work, the normal full-time work schedule for this position is Tuesday to Saturday, 11:00 am to 7:00 pm, to allow for regular community and volunteer engagement and participation in evening and weekend meetings and events. This position is required to participate in the on-call Duty Manager rotation for after-hours emergency management support. Following a successful in-office probation and training period, this position may be eligible for a hybrid in-office / work-from-home arrangement.

Salary

Wage rate in 3 steps as per the Collective Agreement between the CVRD and CUPE Local 358, $47.26 - $48.68 - $50.07 per hour (2024 rates). Benefits, vacation, and on-call pay are included as per the CUPE Collective Agreement.
