Are you a dynamic and progressive finance professional with a keen interest in financial risk management? We are seeking an enthusiastic individual to join the CVRD in the key role of Manager – Financial Operations. This temporary full-time position is being posted as a result of a maternity leave and is anticipated to be twelve months in duration, with the possibility of an extension up to 18 months.

Reporting to the Chief Financial Officer, the Manager –  Financial Operations coordinates, leads, and directs a wide range of services, programs, and projects in the area of financial services for both the Regional District and Regional Hospital District. This position provides support, advice, and guidance on the consistent application of legislation, bylaws, policy, and procedures on finance related matters to managers and staff. This role also manages all operational Finance Division staff and any related issues, including training and development, labour relations, hiring, performance management, and employee concerns/issues. In addition to routine financial services duties, the Manager of Financial Operations is both the subject expert and responsible for financial risk management.

Qualifications

As our ideal candidate, you are a Chartered Professional Accountant with 5 years of experience in the public sector or local government, including 2 years of management or supervisory experience in a unionized, public sector environment. You bring thorough knowledge of fund accounting and budgeting practices, financial planning, analysis, and business planning, along with knowledge of statutes, regulations, bylaws, plans, and policies concerning local government management, finance, public sector accounting principles, and other related matters. You are able to interpret complex legislation and make sound decisions using good judgement, think creatively and innovatively, demonstrate excellent attention to detail and time management, and establish and maintain strong and effective working relationships. You are a great communicator and a dynamic leader.

Hours of Work

This position works 35 hours per week, Monday to Friday, 8:30-4:30, and is eligible for the Flex Time Program. Occasional evening and weekend work may be required as operationally needed.

Salary

The CVRD offers a competitive salary starting at $100,325.73, commensurate with experience, plus a comprehensive benefits package including extended health / dental / insurance coverage, and 6% vacation pay.
